OLD SAYBROOK, Conn. — A New London man was arrested late Sunday night after state police said he was clocked driving 103 miles per hour in a 65 mph zone on Interstate 95 in Old Saybrook.
On March 23, 2025, at approximately 11:50 p.m., Troopers from Troop F – Westbrook were conducting speed enforcement when “a vehicle traveling at a high rate of speed, much faster than the surrounding traffic” drew their attention. Using a speed detection device, the vehicle was recorded at 103 MPH.
Police initiated a traffic stop and identified the driver as Carlos Guaman Cevallos, born March 26, 1984, of New London.
A DMV records check revealed Guaman Cevallos had “a suspended operator’s license in the State of Connecticut.” Troopers also discovered the vehicle was uninsured.
Guaman Cevallos was arrested and transported to Troop F for booking. He was charged under Connecticut law with Reckless Driving (C.G.S. 14-222), Operating Under Suspension (C.G.S. 14-215), Operating Without a License (C.G.S. 14-36(a)), Driving Without Minimum Insurance (C.G.S. 14-213b), and Falsifying Registration (C.G.S. 14-147(a)).
He was released after posting a $2,000 bond and is scheduled to appear in Middletown Superior Court on April 4, 2025.
